Here in NY they specifically ask you to sound the city horn and air horn separately... At least every inspector I've encountered did.
If you can't get it working, it should be easy to re-wire, the hard part being actually running a wire.

I got pulled over for a inspection. Everything worked until I hit the city horn button...... and ......... ........ nothing. The inspector said " I hope the other one works"
I pulled the cord and all was good.
I was told as long as 1 out of the 2 works is all that matters. -
I get differing answers. It seems it appears its up to the inspector.
Either way, I will get this fixed. I had to remove my 1/4 fenders on the fwd drive axle since they were both damaged from DEER last year. Finally got them off, but now I am not sure its another violation if they aren't there. I cant afford new ones right now and the boneyard only has 1 pair and he wants almost the cost of new. -
