How can a company have 2 USDOT numbers?

I saw a company last night with 2 DOT numbers....
One had a MC number with it & the other didn't -
US DOT #116788 & US DOT #916724 is the same company.

Schneider has 3.
264184 is Schneider National
164311 is Schneider National Bulk
46596 is Schneider Transport -
Diffrent Divisions, Sometimes for diffrent insurance needs.

We have Peterbilt tractors that pull live bottom trailers for filling bulk bags of sand or gravel, and they pull flatbeds. Same company, some trucks have 2 DOT #s, some have one or the other. It's a different division of the parent company that I work for hauling aggregate products in a transfer dump, which some have a different DOT# as well.
