The OP's question was about the rules, not yours, mine or anyone else's opinion.

If your pre-trip takes longer than 7 minutes, you log 15. If you can do it in 7 or less, you can flag it. If you consistently flag pre-trips, post-trips and fuel, and your logs are looked at, it looks suspicious... so I don't recommend flagging everything, by any means.

I've always logged 15 at fuel, and 15 at pre- or post-... some companies want pre logged, some post. Company preference dictates. That said, many a DOT guy will say that the post trip is more critical, takes longer, etc and should be the one logged, not flagged.

 

Ronin gives a very good answer to this point--but I quoted this post because in my experience this is the crux of the problem--especially since the NEW HOS rules--finding 2 DOT officers to agree on logging procedures is like trying to get--a truck driver and a lumper supervisor to agree on anything--and now 2 different safety directors--not that the old hos were terribly straightforward--but the new one's hell just look a the amount of threads on here about on/off duty--split sleeper etc...right hand doesn't know what the left is doing anymore--and the DOT is no better--too much confusion about a multitude of things-

Agreed 100%. I'd do 15 on post trip regularly, then a couple times a week, log 15 on pre trip instead.

Getting two people ANYWHERE in the industry to agree on anything, well, I tell ya, it's like herding cats...
