One more thing I forgot.
I do a lot of military loads also. Rumor has it that they are going to require the TWIC card to get onto military installations soon.
I got that from a pretty reliable source, but don't know it to be 100% accurate yet.

If the applicant has a federal arrest or even a bench warrant, well, the applicant will not only be denied on the application, but will most likely soon learn that the info was shared with law enforcement agents. no background check? ok
if the applicant is on parole or probation getting a passport is impossible. no background check? ok -

Actually some carriers are getting in with escorts.....
Last year I met up with several of them taking loads from Ft. Irwin to the Port of Tacoma..... -
On the east coast you can get in with an escort for between 50 and 80, as I said before.

Forgot to actually answer your question. The people escorting the driver in are the shipping companies that you are delivering to. They are the ones that charge the escort fee and collect it. As far as I know, it is done on a port by port basis. They are the ones who actually make the rules. That is why the port ID's are different prices also. The ports I have the most experience with are in Florida, Georgia and North Carolina. Also Gulfport, Ms. Now the ports on the West coast could be much different. Would not shock me to hear that is the case.
