Look at Joe the carpenter or Bob the plumber. Who has a 9200 lbs Ford F250 pulling a 10,000 lbs trailer. He is a combination over 10,000 lbs. Needs medical card, USDOT number, and everything else, except a CDL. He hauls his own stuff, he is not for hire, so no MC number required.
Another one could be a company that makes a product. For instance ABC Valve company makes valves. The have their own truck to deliver their own products. They are not for hire.

Small dump truck and trailer. No vehicle inspection sticker as required by the State of Illinois on all cmv. Can be used instead of the DOT sticker.
Cracked windshield for 2 years. 15 foot trailer loaded down.
No medical card.
No cdl.
No driver file.
He still to this day does not think he is required.
Problem, local DOT does not even look at these. Only the big trucks. -

I have seen him go by the scale on the interstate and out by the Bears Den south of Springfield. (District 9 HQ)
In Illinois, you have to be over 16,000 to enter it. -

I know this is an old post, but if still looking for the answer. Their classification would be a private property motor carrier. If you go the regs in part 390.5, you can read the definitions, which might help.

Last few years when MA changed the laws, dot was really nailing the landscaping trucks. For a long while where you would always see big trucks pulled over, it was landscaping trucks. -
