That area is strictly up to interpretation of the DOT officer. My state is fairly lienent on that area. I was challenged on that in Texas one time. I spent the day at six flags-lol... Fortunately I had the ticket stub and he turned me loose

I unloaded in Kansas city, Mo. I logged off duty and was relived of any company business. It was a holiday weekend and as I'm an leased operator. I decided that I was going to drive home to Omaha, Ne. I know it's 185 miles, but my company doesn't put any limits on personal conveyance. I had my empty trailer with me. And wasn't going to do any job business for the weekend.
The scale on my way was open. I didn't stop and was pulled over and given a ticket for refusal to weigh or be inspected. I said under personal conveyance. I don't have to stop and stopping would be akin to violating my duty status and my 5th amendment right to self incrimination. He saw I was empty, flatbed, but having my trailer was not unladen. I say, how better to prove I'm not under a load by having an empty trailer for him to see.
I'm waiting for court to see where it goes. -

I worked for Werner back in 2004 and I was on a dedicated Pep Boys account based out of Montgomery New York and while I was on my 10-hour break I bob-tailed 96 miles to Wilkes-Barre Pennsylvania so I could do something at home and then I bob-tailed 96 miles back to the Distribution Center logging the whole time as off-duty personal driving. Nobody said anything about it.

Im an owner-operator was told by dot officer in Indiana that to use my truck as POV i had to show drop trailer on log book and as long as registration in my company name could drive on line 5 as far as i wanted to!

Personal conveyance is bobtail only. You can’t be pulling a trailer. It is clearly stated in the regs.
