Not entirely correct..at least based on CA laws. A "Private Carrier" just means a carrier that is carrying goods or equipment for their company and exempt from needing a MC#. All other commercial rules apply, they just can not be hired to haul a third parties goods. Example would be an event staging company moving their stage to their jobsite.
"Not for hire" is just that...you are not moving commercial goods, even if you own them. If it is household goods...or anything that is not related to income, you can be "not for hire" and exempt from most commercial regulations. As mentioned above, if you are moving your dad's bed you are good, if you are moving your dad's bed and his table saw from his business...suddenly you are "for hire".
Regardless, you will still need a CDL for anything over 26K.
As I read it, if you are 18, have a CDL and it is truly household goody you are good to go but put ONLY "NOT FOR HIRE" on the side...not private carrier.
