Oregon fuel tax rate is 0.00. Instead you pay the puc tax. It actually I think is a smarter way to do it, considering an 80000 pound truck does the same damage to the road regardless of it's fuel mileage but the 2 trucks pay different tax amounts. Why do you think so many states roads are in disrepair? At least some of it has to do with trucks getting increased fuel economy while tax rate has been slow to catch up. I don't like it either, but it is not a stupid way to do it.
