They have to justify their own existence . And, they will be out of work before sundown if they started to regulate general public like this. Perhaps truckers should start carrying, openly, semi-automatics with them as well. : ).

In March 2014, Senator John Thune (R-SD) sponsored the Reliable Home Heating Act (S. 2086; 113th Congress), a bill that would loosen some transportation regulations in order to try to deal with a home heating fuel shortage in some states.[11] The bill would require the Federal Motor Carrier Safety Administration (FMCSA) to exempt motor carriers that transport home heating oil from certain federal regulations if the Governor of a state declares a state of emergency caused by a shortage of residential heating fuel.[12].

JUSTIFYING THEIR OWN EXISTENCE - looking good to the regular joe, as doing something positive. Now, if the rule is so good and it promotes safety then why would you loosen the regulation and create unsafe roads? Since that is what the regulations are for, right?- so they say. I would like to see an agency to be created that would regulate "regular" traffic, to the same standard they regulate cmv. Then, I would like to see how long the agency or anyone who is associated with the agency will survive. Specially when NJ area is about to loose thousands of jobs.

Pretty sure that you have to measure the costs on both sides. Relaxing your HOS for a specific subset of drivers under specific conditions during times of home heating fuel shortages. Much like every other law out there it has areas that are not black and white, so does the lack of heating fuel outweigh the potential for an accident due to HOS? I'm guessing most would say yes.

They exempt heating oil and propane drivers every winter ( northeast)..... Basically you can work 14x7 for weeks on end. It's a big joke.........

And it's not just guys driving home del trucks..... It's guys that feed the bulk plants too .(that's where the little home del trucks fill up).

P.S. Half the problem is no one wants to carry any inventory ...... Just in time del doesn't work in the oil business in an old fashioned winter.

    Meltom Thanks this.

It's been awhile since I ran logs but for the 60hr - 70hr rule it depends on what the company works and not the truck. If you're an O/O then it's different. But a 60hr rule depends if the company only works 60hr a week. But if the home terminal works all week or has trucks dispatched for any day then it's 70hr. But what the heck, I've been away along time.

And don't forget times like after Hurricane Katrina, HOS rules were exempted for those who were delivering supplies to the areas that had been hit. Don't remember if this was all supplies or just mainly food and water. I think this happened on one other hurricane in 2008, husband wasn't needed to do so, but some of the people at USX did take loads.

So, the accident and the hazardous contamination does not carry as much weight ? If there are thousands of drivers driving ,over the HOS, during the winter slippery and dangerous road condition without detrimental effect . And it is proven every year. What is the point of the HOS if every year it is proven that the HOS does not effect safety of the driver?
