Has anybody received the attached letter regarding KY Senate Bill 96 stating motor carriers will have to have an annual safety course before being able to get their apportioned plate?
And has anybody ever heard of the Kentucky Motor Transportation Association (KMTA).
I received this in the mail yesterday and my first thought was it was junk mail and a scan, however, after reading the Kentucky Statue and finding a draft of the bill with a search for KY SP 96, I found it. It seems ii has passed and the KY Governor has already signed it.
Has anybody from any other state besides KY received this notice?

And the purpose of the state motor associations would be? Are they state employees and just an extension of the state motor carrier division or an independent entity?

It's BS. Just throw it in the trash. www.kmta.net has nothing to do legally with Kentucky. They are twisting words to get your money for something you don't need. Anything coming from Kentucky would have a .GOV web address.

As fishy as it all us, it is true. I read the revised state statue on it then read the bill. It passed KY legislation and was signed into law by the governor. I called KMTA who played ignorant. They didn't know the letter was being mailed out yet. They offer 4 hour classes for $175 and this has to be done each year. I asked if there was an exemption for one truck/one driver exemption.....nope. School buses, RVs, farmers and loggers are all exempted. This only applies to owner/operators based out of KY running under their authority.
I called Jimmy Higdon, the representative who sponsored the bill, and he admits hr is the guilty party and he sponsored the bill on behalf of KMTA. I talked to him for 20 minutes. I also contacted OOIDA and 'tis true and it was pushed by KMTA. OOIDA doesn't see the bill going away anytime soon, if at all. But it only applies to owner/operators in KY running under their own authority so it isn't as widespread as it appears. I guess that is true IF you don't have your own authority. Just another nail in the coffin of the small owner /operators.
I am researching more tomorrow and making more calls. I could use some help. I wish everybody would contact Jimmy Higdon and their state Representative. This bill passed 99-0 with only one rep not voting and Jimmy Higdon did listen and did seem a bit off guard about what was actually passed.
KMTA is obviously trying to build membership. I talked to Melissa Zink who told me if I would get involved and join KMTA then I could have a voice at the table. I can and will have a voice without being coerced to join KMTA to have that voice.
I wear myself out keeping up with the antics of FMCSA, this one came out of the dark and totally blindsided me from the state. Without the Senate Bill number and/ or KRS # there is no mention of this bill anywhere, including the KY motor carrier site or the KMTA site.Moving on Down the Road Thanks this. -
I would still wait to receive something official from the State of KY instead of going on a letter from a for profit business. For all I know, you work for that company?

Next year when you go to renew your apportioned plate you will be asked if you are aware of the education requirements.
One phone call takes a whole lot less time than accusing me of being part of what I consider a scam than misleading everybody on this forum into thinking this isn't true.
If you don't want to take the time to read the statute, the SR 96 motor carrier bill or make a phone call then don't try to convince others that you know what you are talking about. Call you rep or call Jimmy Higdon from Lebanon, KY who sponsored the bill.
