Real simple,
Call the IRP office and ask them your question, they are the best and most accurate source.
If they require records, go to the client and have them pull the dates of delivery to that customer (meaning the shipper or anything the customer signed) in the other state. Using mileage you can get from Google Maps, with those dates, you can come up with their mileage for the past three years.

You are obviously not familiar with transportation tax law. You are not doing them a favor at this point. They need a real CPA. -
right now we're trying to assess the situation. I don't believe we have any trucking clients, and therefore this issue has not arisen before. I'll step out of the way now -
you got to do first things first, do the mileage from invoices to get the figure you need to take care of the irp audit that is coming up, then if you have fuel tax audit you can use the same mileage figures for that. depending on the estimates they used, they may or not owe any additional. but that has to come first and foremost. and yes you are exactly right, calling them and telling them there are no records will open the floodgates.
