Someone please help/advice.

    If you are carrying under 1,001 lbs of "hookah charcoal" - does this mean it's not considered hazmat and does not need any placards?

    And if it's over 1,001 lbs - then it does need hazmat endorsements and needs to be placarded.

    Advise?

    See if you can get an excempt sheet to go w your bol. I had a load of batterys that I took from LA to Laredo and they gave me this sheet to give to dot, no placards, nothing. Also I was just about max out on weight.

    If it's considered "hazmat" it always needs placards. That means it's a "reportable quantity" I have not looked up "1,001 lbs of "hookah charcoal" so I'm assuming you did? Check the links I posted below, maybe they can help you out. The shipper almost always knows if it's "hazmat". That's who I would check with first but having said that, you need to know for sure because it's not the shipper who pays the ticket if you are driving out of class.

    Not sure of "hookah charcoal" but I assume it's a Class 4.1 Flammable Solid, as is charcoal.
    I don't have any references handy to verify, but I'd be willing to bet you would need hazmat endorsements and placards if over 1001 lbs.
    The shipper is responsible for proper labeling and paperwork of any hazmat material.

    Tho the shipper is responsible for labeling/paperwork, it's the driver that holds full responsibility for making sure you and your load is legal.

    Look on BOL in hm column if a X is there yes u need placards. Anytime you carrying 1001 of marked hazmat u need placards. U need to look in your book it will tell u. If the company didn't provide placards you probably signed a piece of paper stating that from shipper. But look on BOL and see if its marked hazmat. When I pull them its marked on BOL.

    To the op, if you have to ask, then don't haul it.

    The thing is you're on the hook for the load if you carry it, and the fines can be enough to bankrupt you.

    Batteries have an exception from the hazmat regs. if they are packaged a certain way, and no other hazmat is present. The amount of hazmat needing placards depends on what type of product you are carrying. If it is a table 1 one product (1.1-1.3 explosives, radio active, inhalation hazard, toxic gas, organic peroxide, and dangerous when wet) ANY amount of the stuff you need placards, endorsement, and hazmat registration. If its a table 2 product (everything else) placards, endorsement, and hazmat registration are not required until 1001 or more lbs. are present.

    CHARCOAL is a hazardous material. A hazardous material is always a hazardous material, even if it does not require placarding.

    There are certain exceptions from shipping papers and placarding under 173.151, no matter the quantity.

    Table 2 commodities are exempt from placarding if the aggregate weight of all HM on board is under 1,001#.

    If the load does not require placarding, it does not require a HM endorsement.
