Effective July 6, 2015, when a CDL Holder or CLP applicant visits a facility for initial issuance, renewal, transfer or upgrade, the driver will be required to show proof of legal presence and domicile. This is a one-time requirement for the CDL holder or CLP applicant, who is a US Citizen or Lawful Permanent resident.

Texas has had this requirement for sometime, as has PA, the 2 states I am familiar with. Somewhat amusing to see the reaction on peoples faces who think they can pop over from NY and drop into the closest license center in PA to get a drivers license and can't prove domicile (example, utility bill in their name 30-60 days old at the address they claim. They leave empty handed.

IL also makes you take all the written, practical, pretrip, and drivers test over again when you transfer your license here from another state. For a CDL

utah did that 10 years ago. every dmv in the state was backlogged and had to work saturdays for 2 years. then the economy tanked and the business hours days were cut to 4.
