North American Standard Out-of-Service Criteria.

    I was reading a post date (November 2012) where Kansas Transit had an issue with a cracked lining and thought it should be replaced so it was replaced. Of course everyone has there opinions on whether or not cracked linings should be replaced or not, in my opinion they should be. It has come to my understanding (after 10 years of being in the industry) that the FMCSA lists regs on their website however, they do not get into intricate detail how certain parts or components should look or be.

    For example, the same post I speak about above concerning the cracked lining, if you look in the regs under what SCALEMASTER listed concerning cracked linings(393.47) it does not tell you in intricate detail what kind of cracks you can or cannot have (it does not mention anything about vertical cracks on the whenvviewed from the side of the lining. A few posts later SCALEMASTER goes on to say that CVSA's North American Standard Out-of-Service Criteria is what is used to determine if a vehicle should be put out of service or not.

    My question is after doing some research I can see where I can buy North American Standard Out-of-Service Criteria book on JJ Kellers website, but I don't see anywhere on line that I can get the information for free, which IMO is BS. Does anyone know where to get the North American Standard Out-of-Service Criteria free of charge?

    I too currently am having an issue with cracked linings that is why I made this thread concerning the North American OOS Criteria. Not only am I having cracked linings show up on my truck but also the trailer as well (and no I haven't run my brakes hot) I appreciate you posting that info Jbee.

    With that said it still does not answer my original question which was, does anyone know where you can get the North American OOS Criteria (the whole book in its entirety whether PDF or website) for free, without having to pay $45.00 from CVSA or JJ Keller?

    I would really like to have this as a reference when an issue arises.

    I'm wondering what you expect to learn from the manual?

    If you are having cracked linings on the truck, then there seems to be an issue that wouldn't be covered in that manual.

    Just in general I want to know what the OOS criteria is on anything, not necessarily brake linings, but I might want to know what the OOS criteria is on a frame or air lines. Nothing in particular just want to have something I can refer to.

    Cracked brake linings is not a violation until it exceeds 1.5" in length and 1/16" in width. If a crack is larger than listed is a violation, and would be included in calculation in the 20% brake rule.
