Ok, are these items required by law or regulation? I can't find where it is for flatbed operators. The only requirement I find is if cargo is contact with it that it be required.

Yes there is a DOT rule. Look for the DOT rules.

Even if they weren't, I would still have them.
You can never be TOO SAFE! -
If you do get one get a good looking one, Like one with Stainless Steel doors they look the best. I have one like that.

Bulkheads can interfere with certain types of large loads. If you are pulling a flatbed without a headache rack, then you are required to have more securing devices - chains or straps. It goes for both weight and length. I personally am not a fan of bulkheads, but darn I would never haul a flatbed without a headache rack.
A vast majority of OTR and Regional trailers do not have bulkheads - but they all have the racks. Probably more local trailers do not have bulkheads - but it's only by my observations as some types of dedicated fleets have material they are hauling that have bulkheads as extra added security. -
More Flatbed 101, please...
Is a headache rack mounted on the truck whereas a bulkhead is permanently affixed to the front of the trailer?
And what, then, is a headboard? -
A bulkhead afixed to the trailer is only required where there is no headach rack mounted to the tractor. -
and it's amazing how many times you see a rig on the highway with neither

Bzzzttt.....wrong!
Okay, guess as of 2006 (I stopped pulling a flat in '05) the laws have changed again & you don't need one? Sheese, how crazy is that!
