Actually, they do take newbies that receive their license in Illinois.

I question the legality of getting a license in Missouri when you are an Illinios resident. It is one of the reasons for the change in the law here.

I'm not too keen on the idea either, but it's the way most if not all of the training companies operate. When you arrive at the school, one of the first things you do is go down to the dmv and get a new license in that state... they typically use the address of the hotel you're in as your home address for "proof of residency".

Pretty much everything has been said.
USA and PAM both use drivers solutions as their recruiting and training school. There are no drivers solutions locations in Illinois, so you have to do as keb1209 said and get a license in the school's state, and then transfer it back to Illinois upon successful completion of the course. With the new Illinois law changes, however, this means instead of just taking the written tests again, you also have to take the driving test again, and that would require you getting access to a truck.

I was the second to last class through the Drivers Solution location in St. Louis, and barely made the deadline to transfer my CDL to Illinois before the transfer ban went into effect.
