I wonder if you are getting the two issues confused? I never drove truck before. So 1099 is a seperate issue, other than my work history (in another profession).

It is my understanding they are trying to prevent terriorist from becoming truck drivers, thus the history requirements. Imagine if joe blow terrorist gets behind the wheel of a haz-mat tanker, the damage they could potentially do.

I don't think the recruiter at prime looked past my application. It took them less then 1 day to decline my application. As I said before she didn't seem to want to do any leg work and was rather rude. I guess she'd got applications with people work a steady job for the last 10 years with Phd's or something, LOL.
