If the 2 in the fuse block are labled icon, and when u take those out 1 at time and it doesnt crank then yes the 1 behind the fuse block should be the 1 you need to take out. When those trucks were put in service depending on the terminal that did it, some put 1 icon fuse link behind fuse panel and left 1 in the fuse panel, some put both behind fuse panel.
