If I understand correctly, the fan clutch releases with air applied? My fan never stops and I don't find a air leak. Any ideas or do I have the wrong concept?

could be the selenoid switch or a blown fan fuse.

Some use air to release and others use air to lock. Some also have the ability to be locked on by screwing bolts into them. Cummins uses the ECM to ground out the fan clutch to make it work. A short in that part of the ECM will also cause it to stay on. First thiing is to put ait to the fan hub an see if it unlocks. If it does then the problem is elsewhere.
