Most N14's have two compucheck fittings, on them one pressure and one vacuum. If the unit will not start and the pressure will not come up, then check the vacuum side, with a new filter. I have adapters to go into the lines to test the restrictions in the system and isolate different components finding the restriction.
I have seen many pumps changed and not fixing the problem. It will work for a short time. But at the cost of a new pump, it is cheaper to find the restriction.
I have clear hoses that I install on the inlet and return side, that way you can find out which way the drain back problem is on you just put a loop going up.
If you have more than 6 inches of restriction you have a problem, with a new filter, and if the pump is not getting air and will not maintain 140 lbs you have a problem.
If you open the drain in the filter and it sucks in air the check valve is a problem, but only until it clears the air out, after that in a good system it should not change anything.
