There is no regulation. The glider is sold as an "incomplete vehicle" and a remanufactured (used) engine, that is grandfathered in, is installed. There is no law that prevents a person from modifying their own vehicle. From what i understand, the law refers to engines manafactured after a certain date to meet a given pollution standard.

Not Much Clarity With New IRS FET Advice
Dealers, shops and fleets building glider kits are left with uncertainty over Federal Excise Tax
    By Denise Rondini
The trucking industry recently asked the Internal Revenue Service for clarification about how Federal Excise Tax applies to glider kits, seeking what Greg Althardt, partner of the dealership group at accountancy firm CliftonLarsonAllen, called some "bright line" results. It got some clarification, but not enough.

Not a option . Except May be a junk yard. Maybe a low mile with a blown engine?

I have been told (not sure of the validity of it) that you can buy a "dressed" cab from Volvo like if you rolled a truck, but not a glider per say.
