Not right, our BXS 550's make 55lbs, I would say you have an issue

I've never seen a stock BXS 475 go over 30 psi, and that was pushing it hard uphill.

Never drove a 550. Last company I worked for had 10 BXS 475s. I drove almost all of them, and never saw over 30. The 10 MXS 475s were the same way. These were all rather weak. I suspect a 550 would have been much better with more boost.

You should definitely see more than 23 lbs of boost.

Have you had the cac tested? I'd start there you're giving up a lot already.

I would not throw aftermarket high performance parts at this motor until you solve the boost issue. To many guys have motor issues and start throwning money in parts...the engine will run a little better, but will never run to its full potential until you solve the underlying issue. Start with the basics.

Boost leaks at the CAC, hoses, clamps, aluminum intake elbow going into the head, and even between the turbos and pre cooler. You would be surprised when boost leaks develope and the lack of testing procedures from CAT.

Also check your fuel pressure. The fuel pressure is even more important on a ACERT than any other engine for some reason. Even though the older MBN, 6NZ and ACERT all run the same fuel system, the ACERT responds more to fuel pressure issues. Do a search on this site and you will find all the info you need on your engine.

I also highly suggest you stay away from the Pittsburgh Power Box if that is one of the mods you are thinking about. Again, do a search and you will see why.

23 psi of boost is very low for this engine. Id be looking at the turbos to see if they're damaged from a sleeve or other turbo failure also. You may also have a precooler coolant leak that has allowed the coolant to build up in the precooler and not allowing boost to get through it to the engine. The air temperature coming off the turbos will cook any coolant leaking into the air side of the precooler to cause it to build a scale across the heat exchanger coil this stops air flow into the engine
