That is known as an Automatic moisture ejector. They get filled up with junk accumulated from the wet tank and stop working.
That particular one is a Bendix model DV-2 automatic drain valve. It can be had reman for $65 or $108 for the model with a heating element.

If that much came out i would pull the bottom plug out of the tanks as well, just to make sure they are fully drained.

bendix AD-9 p/n 065225, this is a complete unit, should be right around 300 bucks or less. New part, no core charge.

If I remember correctly the main supply line from the compressor to the air dryer has to be steel braided line and no shorter than 3 feet. it has something to do with the temp of the air coming out of the compressor. Petes usually mount them in front of the left hand battery box.

I put a Wabco air dryer on my 89 379 atleast 10 yrs ago. It has been trouble free. It has a spin on dryer cartridge, where the AD-9 has to be taken apart. If your truck is like mine on the left front cab support bolted to the frame will be a junction fitting where the hotline comes from the compressor. Take the line on the backside of this connection loose and have a 5 or 6 foot made or I suppose you could use nylon. I like the stratoflex for this though. Run the new line from the hot line connection back to the dryer inlet. My dryer is right under the cab support, so my line run back makes aloop and comes back to the dryer. You must have a long enough line to cool the heated, compressed air or it is very hard on the dryer. then coming out of the dryer you go back into the wet tank. plumb in a signal line and run key on power (from a relay hopefully) to the heater plug. After all these years all I have ever done to this dryer is spin on a new desicant cartridge a few times. And when it spits you can see the moisture in the discharge. This the same dryer the military uses.

An air dryer is not a REQUIRED piece of equipment on a truck, therefore it is not necessary to have one installed on the truck in order to pass an inspection.
