Like JP3 said , I have had this with worn valve guides.
The guides don't have to be worn but it makes it worse.
At idle there is actually a negative pressure in the intake manifold as apposed to a positive pressure when the turbo spools up.
This effectively sucks oil down the guide and in to the intake very slowly.
As soon as boost comes on it is forced back.
If you idle for long periods there is enough time for some oil to get in to the intake manifold.
When you then rev up this gets in to the combustion chamber and can cause blue/white smoke.
As soon as its burnt off it goes away.
If it is excessive check valve stems or guides for wear.
