Worn out air compressor. Oil will ruin an air dryer quickly and collect in the tanks.

Does his air dryer make the hiss noise every 10 seconds or so?

If you got 500.000 mi on them just replace the compressor, dryer, and governor. It is a wear item. It will be a onetime fix and done. The first time you need to jerk with it again because you did not change all the components will cost you more in time then the parts.
