And how does this affect driving performance? I know this will vary with load and speed And rpm but what should I be seeing as normal at various intervals and various speeds /RPms?

Also the jakes in this truck don't engage unless I brake first and it has to kinda hard. Then they will engage and stay on, but in other trucks i drove, the jakes engaged as soon as you let off the throttle. Is this just the way some trucks are or is something not right with this one?

Less boost (manifold pressure) makes less performance. Full load, full throttle, should make at least 40 psi. at 1400 rpm on a cold morning with the fuel still cold mine will make 55 psi at about 1650 rpm, but in the heat and humidity here in Ohio in the summer 45-50 psi is all it will do. The cruise problem is a setting in the ECM, next time you have it plugged in have the tech change it from "latched" to "manual".
