Parking Brake taking time to Engage

I've got a weird problem with my 96 International 9300. It did set up not used for a couple years.

When I set the parking brakes with the yellow knob it takes about 4 or 5 seconds for them to set.
If I pull the knob and let off the foot brake it will roll out for several feet before stopping.
I figure it's a dirt dobber nest in some bleed port hole some where but I can't seem to locate the problem.
Everything works normally but that. Any ideas?

I thought about that but isn't there one for the rear brakes too?

That's what made me think it was something else because neither set of brakes activate quickly.

 

I dont hear any leaks and the compressor is not running all the time. I think this is a bleed off issue.
I don't think it's bleeding off fast enough but I'm not sure what could cause it that would be common to all brakes other than the yellow valve in the cab.

 

Yes, Air dryer is working fine.
I've drained the tanks and there is nothing in them.
The first time I cranked the truck and ran after a few years of sitting the air dryer did blow out a lot of oil water but it's all good now.
I've repaired every air leak I could find and there was nothing major anyway. I replaced the governor and the air charging system is working as normal.
It's got a TU-FLO 550 compressor and it pumps up very fast. The brakes release normal but they engage from pulling the parking brake very slowly.

There are a series of Valves right behind the fifth wheel on this international. I had to replace a regulator that was attached to what I think you are talking about. There was a leaking regulator that attached to a line that went to the brakes. There was actually one on each side of the square looking device (maybe relay valve) you speak of. It was slow to release prior to my replacing the leaking regulator too but I don't remember it being slow to release before parking the truck for a while. That's one of the reasons I was thinking it was a dirt dobber. Those things fill every open hole there is around my place. Would that slow the front brakes from applying?
