look into AFE for your air filters. i put one in my 94 White/GMC . yes they had that. service just like a K&N , oil and cleaner solutions are available. give them the numbers of your old and also have the dimensions of the cleaner. these filters are awesome.

A 12.7-430 is a dog under 1500 rpm. There is almost no power or torque. The engine will get better fuel mileage at 1650 rpm than 1400. I have had several, one with the same setup as yours, and 68 MPH was the sweet spot for fuel mileage. Usually 6.8 to 7.25.

Every 12.7 I have ever been in, and I have driven quite a few, will drop off considerably on torque at 1450 rpms. They ar just programed that way.
It may be different for some, but my last 12.7 would get better fuel mileage at 71 than 67. The two 11.1 engines I owned were also better at fuel turning 1600.
This may not be true for all, and these were engines from the 90's. There may be changes in the newer engines that change all this, I just don't know.
I kept detailed fuel logs for every fuel up on the trucks I drove, and have hard facts that the above was true for me. -
Ok. I think we found the problem. Seems that the air charger/intercooler has developed 5 leaks. Therefore the mechanic stated is the reason why I'm getting such bad mileage. The funny thing was i asked them this question for the past few months. Finally I guess someone decided to check out for air leaks. Go figure.
