It's not likely that China uses safety equipment as vigorously as we would hope we do here.
Pretty dramatic footage. I've never seen one blow (until this video) and I hope never to see one again (even on video).

Whether or not a tire has been recapped has absolutely zero to do with this sort of occurrence. It doesn't have much to do with highway blowouts, either....depending upon who capped the tire. A junk tire is going to blow whether it has been recapped or not. A tire that has been damaged isn't going to last very long whether it is a virgin or a cap. A quality tire that has been taken care of and sent to a reputable shop for capping is going to come back more reliable than a virgin. A reputable shop has pretty high QC standards....often times higher than some of the "bargain" tire manufacturers.
My drive tires are on their second capping. I'd rather cap them a third time than run "made in china" virgins.
