bad fuel????

is anyone else having this nproblem?
i had my "B" svc done last month 2 wks later my warn engine light comes on. breakdown says the code is fuel filter, to open the drain on the firewall filter and drain it till it is pure deisel, theres water in it. he also said it is happening a LOT lately!
i did that then got going again, sure enough the warning light went off.
next day it did it again. repeated procedure, after only 15 min. it was back on and started accelerating very poorly. i went through the draining process several times throughout the day hoping to limp it to portland or. and back to the terminal. well, i got to the TA in ID. and there was a slight hill, the thing bogged me down to 40 MPH!! with only 25K in the box. so i stopped (glad it didn't happen on cabbage while student was driving.) at TA, breakdown advised me to have filters changed did that and all has been fine, till today (4 days later i think)no engine light but it lugs on me occasionally.
