3406e low oil pressure

I have a 1994 3406e catapillar eng# 5EK18846
Oil pressure is usually around 57-60 psi. droped to 31psi. and check eng light and shut down light came on if reved up to 1500rpm. I checked oil pressure on block with manual guage to confirm oil reading and it was 31psi. pulled oil pan and replaced spring and plunger on oil pump. still getting 31psi. pulled valve covers and checked cam bearings and saw no problem with them..did notice that no oil in top of head. pulled oil pan again and replaced entire oil pump looked at oil pickup tubes for cracks holes..nothing wrong. looked at crank/bearings. they looked good. started truck.. still 31psi. truck is not smoking...no water in oil.. no oil in water..no crazy noices..STUMPED. anyone have another idea or have had similar problem.. please help. does it have a brake saver on it? what kind of engine brake? the oil filter base has 2 bypass valves in the back of it. one of those could be stuck. in between the rocker shafts their are oil gallery plugs, one of those could have come out. we seen this once on a reman head, but it had oil all over the top side.

I realy don't know much when it comes to working on this truck what I have done is about the extent of my know how... I took truck to a shop this morning but I would still care to hear any advise. so i could relay the info to shop...Thanks

i have a cat 3406e and have not had this problem and i don't know if cat has these but a buddy of mine with a cummins had this happen once there were nozzles that sprayed the bottoms of the pistons with oil to cool them and they were made of plastic or nylon and the end broke off one of them leaving a bigger hole than the nozzle on the end and it made his oil pressure drop much like yours like i said just a thought i don't know if cat has these or not

put air to it today and could hear it leaking in block...pulled valve covers off and couldn't find anything on top. going to pull oil pan tomorrow and put air on it again..
Truck has 947,000 miles..New rod/mains at 904,000 overhead rat at 805,000

I assume you used a can cutter to inspect the oil filter? Has this been overhauled lately? Check the oil pressure at the front of the block and compare it with mechanical oil pressure gauge.
