Loose nut on the battery cable to the starter, or loose ground wire

Check to see if you have power from the key switch to the signal wire on the solenoid on the starter. Should have 12 volts with key in the crank position.

Fuses don't click but yeah it sounds like a simple problem of a loose or corroded connection at the battery or starter. Make sure your connections are clean and tight. As little as an eighth of a turn on a corroded connection is enough to break contact. You either are hearing the starter relay or solenoid clicking. Sometimes poor starter connections will throw sparks if you look closely while someone turns the key. At night it's easy to see.

The terminal post on the Solenoid had melted on mine causing it not to engage the starter. It had the voltage like kw said but come to find out the post had melted at the solenoid.
