According to ATA, the proposed bill would strengthen federal oversight and improve highway safety by making it more difficult for unsafe carriers to continue operating under new identities.
Chameleon carriers have been a long-standing concern within the commercial trucking industry because they can bypass safety regulations intended to protect motorists and professional drivers. Instead of correcting safety violations or improving compliance, these companies often create new business entities while retaining the same ownership, equipment, management, or operational practices.
