Western Nevada is looking more attractive. Might only be a population of 12 with a aging McDonalds open twice a day for two hours each meal.

It will be almost impossible to check on the side of the road, what qualifies and what doesn't. As usual the legal carriers will do as intended, the outlaws will do as they wish. Since the ratio of legal to outlaw is in the favor of the outlaws by far, the authorities for a short period of time are just not going to seriously enforce HOS.
