Well if I'm not mistaken, the big companies get some money from the government to train as and put drivers to work. At least on down time they can practice backing. I saw a Swift trainee getting some practice backing in Kansas this past Sunday. He spent much of the day working at it

I think that since the companies already have the trucks, despite not having the loads to even keep current drivers busy, they'll still rather fill the seats after drivers quit. Especially since most of the companies don't pay any layover pay so don't really give a #### how long you sit.
