1999 cummins ixm no fuel pressure

    I have 1999 cummings ISM running when parked then three weeks later wont start no fuel pressure.
    Turns over fast , no smoke.
    ECM is under warranty so I sent it to get tested and checked out good. cleaned all grounds. no restriction at fuel lines. replaced with reman fuel pump still 5 psi. Tried with hose direct in jug. Any help please

    Did you verify that the shut down solenoid has12 volts during cranking?

    Working on a similar deal. Did not not check voltage, just used a test light. It was bright, How many volts do they require? It also would not pick up and run after a dose of noise candy. Just get through the ether and shut off.
    Pulled the pump and took it to our shop. Fuel goes through it with jumpers to the solenoid and turning it by hand. It even moves fuel through it with no power to it.
    Filter on pump mounted base was full of fuel.
    Removed the air compressor outlet line first. It is pumping air while cranking.
    Planed to take it to a pump shop in the morning. New solenoid and run it on a stand to check it. I normally would not do that but this pump is hard to get to. Cab is over the top of it and steer axle is below it.

    Not sure of the minimum voltage but I'd guess 9-10 volts would be fine. Checking the voltage there during cranking also lets you know if the ecm is staying turned on. If you have a scan tool be sure engine rpms show during cranking. Celect fuel pump needs to build 25 psi before the engine will run.

    Registered oil pressure, RPM and throttle % changed with pedal. Loosened fuel outlet line from pump and it would not drip a drop.
    I was wondering about ECM power and ground. Found nothing wrong. Pro Link continued to read as long as I also good connection to the cigar lighter plug. Struggled with that a bit.
    It has an EGR code and the EGR control motor runs for long periods of time. Do not see what that would have to do with no fuel?

    It's odd that the pump will move some fuel while turning by hand yet it won't move a drop with the outlet line loose during cranking. Would make you think it's not turning. The regulator can stick in the pump & it wont build pressure but it should move some fuel. While you have the pump off if you remove the pulse damper & adapter you can look in the fuel inlet port & see the regulator plunger. It should be seated you can press in on it with a small screwdriver.

    Thanks for the reply and information. Planned to take it to a pump shop but went back and checked the drive out from the air compressor. Truck was in a parking lot and rain was coming in. Reasoned if fuel will go through it by hand it should pump fuel on the truck. The only thing that had changed was I had taken the fuel solenoid off at the shop. I took all the guts out behind the solenoid and put it back together. Put it on the truck and it would pump fuel out the top. Hooked everything up and it runs. Still shuts off with the key with electronic injectors as you know. Only spent 30 minutes in the rain and will get it all sorted out later.

    Just checked with test light. I will check volts and a few more test.
