A few trucks have that nowadays since it’s tied in to collision mitigation systems installed on the trucks.
On the Freightliner I used to drive the radar showed the vehicle’s speed in front you and distance in feet. On the Kenworth I currently drive it shows the vehicle’s speed and distance in seconds. But nothing beats a good pair of eyes,situational awareness and good judgment.

But it will read their speed quite a ways back and if way different than your own speed then it’s just an added bonus for planning on wether to pass or not
Some of the crash mitigation items I have a nice but sometimes this truck wants to get a little to scared of its own shadow
A few times it for no reason and no one around has decided to hit the brakes
Actually in the shop now for the 5th time this year and they think they found the issue
I hope. As a truck braking on its own on ice is not a good idea

If I'm closing on the vehicle ahead if me, I don't need to know how fast they are going. If I decide I will need to pass, I will safely change lanes and pass. If their speed is close to mine, I will hammer on it and get around them. Guys are getting so dependent on nanny systems they are forgetting how to think for themselves. IMO.

I know immediately once I pass one truck and get back over how fast the next truck is going and if I should just ride with or pass
You can’t tell the speed of one truck doing 70 and the next doing 72
It takes several minutes to catch a truck going close to your speed
Now if I’m going 70 it’s easy like you say to see the truck going 64
