Something we should all know is that each officer interprets things differently I got a warning in Georgia for hauling coffee beans using the exemption on personal conveyance with a notation. This cop obviously decided coffee was not very important. My interpretation is that coffee is food. In fact on the inspection report the commodity he listed said food.

Did the BOL state covid exempt? It's not up to the driver to decide what's covid exempt, it's up to the shipper.

Also here is the list of what's exempt and what's not. Coffee beans are specifically listed as not exempt.

A shipper has no authority to decide what is a law and what is not also this list mentions nothing about the covid hours of service emergency declaration.

Apparently the rules were posted. So the shipper must know something.

    Hopefully more then the driver.

I actually got a hold of somebody at the FMCSA. They agreed that coffee is most definitely food. He also said that different officers maybe more unreasonable than others and I got a bad one bad one. He agreed with my point that food is food. He also said the shipper does not decide if it's a covid load or not however they can put that on the paperwork to make it more clear but the bottom line is a cop will do what he wants at the time.

I wouldn't even risk it for coffee beans? I haven't seen empty shelves in the store for a long time. Why are there still even exemptions?

That’s the problem with operating in a country where enforcement is left to those who have the comprehension skills of a knat
