Yeah you can overthink it. Believe me we all did.

I posted the link for the 5 panel one, my mistake. It is the 8 panel I use. But in addition to the 8 panel, I have placard holder and a 15 panel flip on them. I have drivers who haul two or more hazmat categories and this just simplifies it.

You don't need to put them on the front of the trailer. You can also put them on the front of the tractor.

To get the money that being a billboard pays. Plus it discourages brake checks better than a deer catcher does. ;)

I still see a lot of Combustible placards. Many paint loads use them. Though many use Flammables in their place as can legally be done. The only ones likely to notice the difference may be first responders, for whom knowing that the flash point is in a lower range is helpful. At on point their was a proposed rulemaking to combine the two and eliminate the Combustible thing but after hearing from the firefighting community, among others, that proposal was scrapped.
Motoring public sees the red placard and imagine an big explosion no matter which one it is..

Diesel Fuel was combustible; Gasoline Flammable and first responders do want to know the difference.

First person to reach the scene is equipped with Binoculars and tennis shoes...get close enough to read the placards but prepared to run...

A lot of the public is afraid of anything placarded but if they really knew what was in some tankers they would go home and stay there.

The only reason to put placcards on a tractor is if the tractor is actually carry placcarded freight, like on a platform or drom box behind the cab, otherwise all the placcards belong on the trailer.

Visibility causes front mounted placards on tractors yet it causes some problems. If you spot the trailer you need a placard holder on the trailer too. Small barrel tanks like acid tanks [heavy product 3737 gal of Sulfuric is 48000#] and you then see forward facing placard holders mounted on the leading edge of the trailer's front fender and STILL have troopers puling us over for no visible front placard. Regulations say the 4 sides of the tank but what about bobtails, propane and bleach [swimming pool chlorine] truck mounted tanks where you often cannot see the front head of the tank. There is a reason, on occasion, to placard the truck front bumper. Fortunately most of my examples are usually dedicated equipment

haha this is false. i got straight cut off 3x with bulk organic peroxide placards. general public is clueless and generally dgaf.

to answer the op question, no you cannot use blank bulk placards in place of non bulk identification. it was explained to me that they work together (un & designation). if that placard is in use it has to have a un number assigned to it, denoting bulk transport.

i would employ that method as an absolute last resort so at least some sort of information was available in the event of an accident.

The shipper should provide all placards.
I would just put a couple of placard holders on and be done with it.
