I have a freighter liner century 2007 Detroit engine, and it only blows cold when driving but not on idle and the water gauge goes up with the ac on and idling, can this problem be connected to the engine fan

Does the engine fan come on while idling and the A/C is on?

Probably fan switch has problem , i think it turns the fan on when needed ... More knowledgeable people should get it , can be high pressure switch as well .
I had opposite situation when it cools only on idle and not driving .

Could be switch or just blower motor bearing going out..Try banging on blower motor case ...while idleing.JMO

Like mentioned, when not moving the fan should be coming on to cool down the condenser so the ac works. If the fan is coming on, then you might have a bad condenser with bad cooling fins.

Sounds like the fan is not coming on. May be a high pressure ac sensor. The high pressure sensor tells the fan to turn when the ac head pressure gets to high.

Could be all of the above, but check the volume of air going through the condenser in front of the radiator. does the air keep a cardboard or towel stuck to the front while engine and fan are running? If not, the condenser is plugged up with dirt and debris. Not uncommon. wash, or use air to open up the vanes to allow air to pass through and cool the freon. Perhaps at highway speeds the air gets forced through and the condenser works some, but not when standing still.

Old post, engine fan will come on when psi inside gets to high to get rid of latent heat in the system.
If you have a fan override switch turn it on
    It should cool down.
Check HVAC filters make sure clean.
Evaporator drains are clear snd functional
Be sure evaporator coils are clean behind filters.
Without being there and not having a set of gauges to look at. I am going to guess and it could be several things
    Over or under charged
Expansion valve or valves are bad
They act like a thermostat regulating the flow of Freon thru the system.
Change drier when you open system for any reason
