Just email the highway patrol of some states.

 

Make sure you specify where the truck will be registered. That's the important part.

Keep in mind that all the disagreement is about cabotage. You can work across the border just fine but the cabotage laws disallow a foreign truck from picking up and delivering within a foreign country.
