am I ok to change the filter and leave the oil as is ? it is pretty dark. I think it is time to swap oil as well ?
I plan to use ATF. I like what the guy did here
connect 1/2" ID on pressure side ...then crank the engine, refill till you see red color pouring out, top it off...and it is done. volvo vnl 2013, 1M miles ..ATF good ?

I would not recommend using ATF.
While similar, it is not the same. Yes, they are both forms of hydraulic fluid, they have very different additives. Best to use the factory recommended products or an equivalent. -
Freightliner Cascadia says when you change the filter, undo the bolts that hold the reservoir and tip it over to drain it out. Then top up the reservoir with new Mercon III fluid.
I saw a video where the guy drained out the power steering box, but that’s not the recommended procedure. -
