Maybe belly straps and pulling both directions would solve that?
It's why we have 10 winches on each side of our trailer. Take a hookless strap and winch on each side, pull down both ways on stuff that is likely to lean. Learned that from someone here, but don't remember who.

No evidence (in the few pics) of Chain usage.
Musta used Straps since "Chains Are Too Heavy".
Seems the "Headache Rack" dematerialized or was not installed.
Appears the "Lucky Drivers" may not "Learn From Their Errors". While Some Do, Others Repeat Errors Till successful at "Driver Crushed In Cab".
"Hurry, Hurry, Go, Go, Get 'Er Dun. You Don't need all them thar Chains and Straps, just git on Down The Road, Customer's Waiting".

Just a guess based on where it happened and being familiar with the area. I would guess with steel on he was coming from the coast, which means this intersection would be the last stoplight leaving town in a 45mph zone. And the light probably changed on him and he wasn’t prepared.

Barring high center of gravity, my securement rule is simple:
"Secure the load so I can drive the same way loaded as I do empty."
Some trips would have prevented this issue. If the load leaves the deck, it should be taking chunks of the trailer with it. -
