Take the compression rings and very gently install them in the liner without the piston close to the top. Next use a good piston that does not have rings on it, push it down in the liner very gently until you hit the rings. You only need to move them enough so that the piston you just pushed down the hole squares the rings up in the liner. Pull the piston out, there should be a gap between the ends of the rings, use a feeler guage to measure it as Aussie Dave said, and check the reading you get with what Cat say's in the service manual. That will tell you the end gap clearance, if it is to tight they will bind up when the heat starts building.
After the new rings are on the new piston you will have to find a way to compress them without damaging the rings to the proper spec,( inside liner bore dimension) then use a feeler guage to check the clearance between the bottom of the ring and the top of the ring groove. The tool you are using to install the piston in the liners should work you just have to stop it before you completely cover the ring up. You can also use a large hose clamp and some sheet metal to wrap around the piston, tighten the hose clamp to compress the ring and get you reading that way.
With non OEM parts it only takes a few minutes to check these things, just to know you have it all good to go.

Same engine, truck 2004 Pete 379, ipd rebild kit, new head, radiator and oil pump plus new exhaust manifold. Turbo 1 year old stage 1 or 2, 7cz flash and it keeps damaging number 5 cylinder.

Could there be a blockage in a block itself? My last overhaul was done around 500k. At that time I purchased a new block 19k. I just can't accept the thought that it would be blocked.
