    Actually there for 2 reasons.
    1: it acts like a banding, keeping the load pulled together. That ways nothing rolls and the load moves as one. Since there is no real direct pressure in the center pipes.
    2: it also acts as a kind of insurance bulkhead for the two center pipes. Since again, they don't have any real direct pressure. So, if they start to slide forward in an emergency braking situation, the chain will catch them. The chain will also dig into the outside pipes when pressure is exerted from the center.

    Edit: if I used a strap, it would likely get cut in the mayhem.
