    For the most part your Dad was right. The only upside for an enforcement agency might possibly be a share of a funds dispersal...sale of seized property or a cut from other forms of property conversion.
    It's never very much and an agency can't depend on it, hence their general disinterest,

    That seems logical for van freight but building projects haven't stopped. Construction continues so materials are needed yet the volume is seriously lacking. Same goes for reefer. People are still eating and needing medications yet the volume doesn't support logic at the moment.

    The logic to it is that most of the warehouses were stuffing up during the "rush" period few months ago due to uncertainty. Now there is mostly produce and meat is moved, which is not that much of a volume, I guess.

    There were same "too many trucks available" few months ago, it is more likely "too little freight available".

    When those "too many" would sell and quit due to "no way I'm making what I've thought", then it would be more leveled out.
