    Two guy were stealing them in Las Vegas and storing them in Phoenix.
    They look like two elderly homeless winos that had never been to a dentist or taken a bath.
    The storage facility in Phoenix, they rented, had a million dollars worth of stolen catalytic-converters.

    Maybe some of those MANY catalytic convertor thieves might just well "feed some families" by becoming contributions.

    Problem here in the USA is the annual emissions testing that's required.
    The catalytic-convertor could be removed, then reinstalled for one day a year to do the emissions test.

    Right; I know a guy that bought a Yugo. He loved that car, but it wouldn't pass the emissions test. He registered it in his friends address which is in a county that doesn't require emissions testing.

    In Illinois any pre 1996 are exempt from emissions testing
