W990 Speed Limiter FIASCO

    2023 W990, X15 565hp, 3.08 Gears, 18sp

    Backstory: We Special Ordered A Truck, The "Salesman" Knew How It Was To Be Operated And What We Want, All Good So Far. Truck Comes In, And Salesman Says "Since It Was Ordered WITHOUT The Clean Idle Sticker" You Can Either Have That Done, Or You Will Pay The Difference To Warranty, Either Way it's Going To Cost The Same. Our Questions SPECIFICALLY: (1) - Will Getting The Sticker/Certification Cause ANY Parameter Issues AT ALL, INCLUDING Adverse Effects To Speed Limiters, Idle Shutdown, Auto Start, ANYTHING? We Were Told NO Issues Would Be Caused Doing This, So We Did.

    Fast Forward To Getting The Truck Finally, First Time Driving It, The Truck WON'T Go Over 75MPH And The Auto Start System Doesn't Want To Turn On. No Biggie, We'll Take It To The Dealer And Have The Parameters Changed (Thought They Already Did But No Biggie)
    Sitting At The Dealer, The Truck Is SUPPOSEDLY "WIDE OPEN" Showing 120MPH Limits, But It's NOT Going Over 75MPH Yet.

    Place A Phone Call To The Salesman And Ask "Hey, What Is Going On Here? It Says It's Wide Open But It's Not!", Get A Call Back Stating BECAUSE WE DID THE CLEAN IDLE CERTIFICATION They CAN NOT Change The Speed OR Get The Auto Start System Operational Without "Requesting APPROVAL From Paccar, Pending APPROVAL To Make These Changes, They Also Must Get Approval From Cummins After That, Then The Speed Limiter Can Be Removed And Auto Start Enabled. (Expected Turn Around Time 2+ Weeks For Approval From Paccar Alone)

    Now, Had We Not SPECIFICALLY Asked These Questions Prior To The Certification I It Would 100% Be Our Wrong, Our Fault, Our Problem, Nobody To Be Mad At Except Ourselves. HOWEVER WE DID ASK THIS ALL FIRST, And Told We Would Have NO ISSUES With The Salesman Knowing There Was To be NO Speed Limiter On This Truck And It Was Built With The Auto Start System To Maintain The Hotel Loads And Battery Voltage When Not Running For Any Period Of Time.

    Supposedly The Salesman Was COMPLETELY Unaware Of The Issues We Would Be Having And Now We're Here At A Loss, Word Is It Is NOT Possible To DE-CERTIFY It, And Revert It Back To How It Was Delivered To The Dealership From The Factory (Note Again This Truck Was SPECIFICALLY BUILT WITHOUT THE CLEAN AIR STICKER AND ONLY CERTIFIED ONCE ON A DEALERS LOT)

    ***QUESTIONS***
    Has Anyone Ran Into These Issues?
    Does Anyone Have Any Knowledge of Reverting It Back?
    ANY Information To Solve These Issues Would Be Helpful, At This Point I've Wodnered
    About BUYING A NEW ECM And Having It Programmed PROPERLY.


    What A FREAKING Nightmare, Lack of PROPER Information When Asked, And Now A Mess To Mop Up To ATTEMPT To Make This All Function As It Was Intended.

    I have not ran into this specific circumstance. Tho I can tell you the fed is cracking down and limiting changes on GHG restricted changes. The communication barrier between Paccar and Cummins to get changes completed is indeed a joke and a PITA.

    If your agreement with the Seller is real, the dealer should be willing to submit the changes and make the requests to allow the changes. It will not be immediately, and it will take time.

    The parameters may be locked in the ECM and restricted to changes, even at dealer level.

    Good luck getting it sorted.

    Paccar, enough said :/ and while not helpful its all i got. Paccar has a habit of screwing over owners.

    That Sounds Right (GHG) Restricted Changes, Having A TOP Speed Limiter Sounded Absolutely NUTS To Me, But This Joke Of A Mess The Dealer Created By Mis-Information When Directly Asked These Questions Now Having RIDICILOUS Consequences Is Absolutely Insane, The Fact It Was Built Without And Can't Be Undone Due To Their Goof Up, Well I'm Shocked.

    The Disconnect On Getting It Resolved In A Timely Manner Is Indeed A Whole Complete Mess, And Very Time Consuming For Sure! I Guess Something I Feel "IMPORTANT" More Than Most But Should Be Dealt In A Timely Manner. Honestly If We Were Told "You Can Order A Truck But It'll Never Go Over This Speed" We Would NEVER Have Ordered It, Or In This Case Had These Changes Done, To Some Its Not A Big Deal, To Us A Deciding Factor On The Truck And Part Of The Reason It Was Specked Out As It Was.
    Again Thank You For Taking The Time To Put You Input In, Any Help Getting This MAJOR Screwup Resolved Is Appreciated.

    They All Have Good And Bad, I Couldn't Have Been More Happy With My Last Truck A T680, Comfortable, Powerful, Faster Than I EVER Found Out (While I Know Where I Got It To Was WAY More Than Enough) It Still Had Room And Was Climbing! Used As A Farm Truck Part Of The Time And Over The Road Truck The Rest Of The Time It Was Absolutely Rock Solid Reliable No Matter What We Did With It! (450k + Of Not Being Babied By Any Means) So They All Have Good And Bad But From Past First Hand Experience It Was Seeming To Be The Best Option For What We Wanted.

    While They May Have A Record We've Been Pretty Lucky But First Big Slap In The Face Here Isn't A Small One In My Mind, However It Seems A (Dealer/Salesman) F$$$-Up, It Puts Paccar Dead In The Crosshairs As They're The Ones Holding The Keys To The Solution At The Moment.

    My 21 X-15 565hp in a Peterbilt had a clean air sticker and I was able to turn the speed up no problem..

    Now my 23 X-15 565hp doesn’t have a sticker and was told that I may be unable to turn it up because of the new ecm’s.
    I was only looking to turn this one up to 78 from the factory 75. I have 3:55’s in this truck so turning it up more would just damage the engine.
    I ended up not getting it done, mainly because I was agitated by the dealership.

    I got to get my truck into the dealership now because she’s wounded, lol.

    I’ll attempt to get it turned up again and let you know what’s up.

    Thank You For The Information And I'd Love To Hear What Turns Out! We Run Through Oklahoma Enough So I There No Reason To Be Set 10 Below The Speed Limit In My Mind, As Far As I'm Concerned Setting A Max Of 75 May As Well Be 25, It's Going To Do Nothing But Piss More Cars Off And Cause More Interactions With Other Traffic. Being Able To Do The Speed Limit And Some When Needed Always Meant I Wasn't That A-Hole Holding A Lane Of Traffic For Miles Because I Could Get On Past Someone When Needed.

    I Left 3.33's And Got 3.25's And This Ordered With 3.08's Specifically To Keep My RPMS At A Lower Speed While Cruising AT The Speed Limits Out West, In Texas Etc, So It's Not Like The Dealer/Salesman Wasn't Aware What I Planned To Do, And Likely SHOULD Have Said: "HEY You Ought To Know....." Yada Yada Yada.... So Far I've Been Utterly Shocked With This Salesman Specifically And Trying To Do My Own Checking On Things Too As I Can't Count How Many Things I've Caught Him Having Absolutely NO Knowledge Of And Yet Answering A Direct Question Just To Find Out He Didn't Know And Spewed Septic Waste Through His Teeth On A Matter He Wasn't Qualified To Answer Let Alone Willing To Do ANY Research And Get Back With A Honest Answer, How He Is Yet A Salesman I Have No Idea! (Also Not Calling Anyone Out YET Allowing A Chance To Fix This Cluster-Pluck)

    We're Fighting To Get It Unlocked So I Plan To Keep This Post Updated Also, I Guess 2023 Trucks Are A Whole Different Ballgame, Had We Known We Wouldn't Have Ordered It, To Me It Was A Deciding Factor On Ordering So May As Well Be A Mistake At The Value Of The Whole Unit Out The Door!

    While I'm Thinking Of It, Do You Ever Idle Your Truck? We Have Intended Not To Have Any Idle Shutdown But Thought I Would Also Ask If This Has Also Been Any Sort Of Issue For You Also At The Same Time Since It All Ties Into The Same Line Of Nonsense I Do Think.
    (No APU, No Intention of An APU, Ordered With Intentions To Idle As Needed)
