Passed a Level one, random roadside inspection, but still assessed CSA points?

    Good morning friends...
So yesterday I pulled into an open scale house in Texas while I was bob tailing, unladen and heading home. Officer directed me over for a random Level 1 inspection. Everything was in good shape other than a single clearance light on top of my tractor had apparently burned out at some point and I didn't notice. Either way, the officer informed me that I had passed the inspection, even congratulated me and wrote it on the paperwork. He specified on the paperwork that I had passed a Level One and that I should've received the decal but he was out of decals so he was simply taking an extra step to document it in his computer system and on my paperwork.
I was happy that I passed, fully expecting to receive the $100 level one inspection bonus from my company, however, my Safety director informed me that because the officer wrote on the paperwork that I had a faulty light (not ticketed) that this would go against our CSA scores and therefore I am not eligible for the $100 bonus. Can someone help me understand what the heck this is all about? How can I pass a LEVEL ONE yet still have CSA points assessed? I did not receive any citations or tickets...nothing...he just added it in the violation section and said I had 15 days to get it fixed. I am perplexed how this all works and I am a bit angry...
    Thank yall...

The cop is a ####### that doesn't know how CSA works. You did not 'pass' the inspection, whatever that means. There are generally two possible punishments whith a CVSA inspection.
    1. Violation. This is what it sounds like. Something was wrong and got written up for and it goes against the company CSA score and is put in the drivers PSP report.
    2. Citation. This is a (usually) fine that is paid to the local city/state.

Some idiot cops still think that a violation isn't a penalty, and will even call a violation without a citation a warning. It's not. It's a violation that goes on the company and drivers records.

You didn’t pass....don’t know why officer said you did....Anything notated on bottom of form is a violation...no ticket needed...

He specifically wrote on the bottom of the form, "Driver PASSED Level One Inspection, but I am out of DECALS."

He's probably out of decals because he keeps giving them out to inspections that didn't actually pass.
Sorry you don't want to believe the cop is stupid, but he is.
First, there is no such thing as a passing grade on an inspection. You either have a violation or you don't. A lot of people will say it's passing if there are no violations, but that's just shorthand for saying there were no violations.

Oh...I definitely have no problem believing he is stupid...otherwise we wouldn't be having this discussion....Why would he tell me everything is all good and specify on this document that I passed if I didn't? If that is the case, how can I dispute this nonsense?

Well there’s your answer....No clue why he would have stated you passed....when he clearly listed an equipment violation....
An inoperable light is 6 points...plus the multiplier...which is based on your company’s recent inspection history
