So can a hot shot driver be put OOS for not having motel receipts? Would that be only if there are discrepancies in their log book, or is that only if they're actually caught sleeping in the truck?

Not really.
It is two separate issues.
You are first a driver when pulled over. You deal with everything at that level. If found over your hours, then they address you as the driver and the carrier.
If they are doing an audit, they deal with you as a carrier, second as the driver.
The issues that were being discussed are at the driver level. -

I didn't see anything which specifically mentioned motel receipts. Unless the carrier reimburses the driver or owner operator for their motel then I don't see anything that I read that would require the carrier to collect or retain motel receipts. If the driver or owner operator turned in their logs and they met the hos of requirements, then it would be no different than a class 8 truck and their logs.

In Canada, a lot of Hot Shot carriers have 42" to 50" sleepers installed on their trucks.

There is a company in Indiana that makes a sleeper for a hotshot. I think they have to stretch the frame and then install it. A friend of mine thought about putting one on his dually. -
Would showing a tent and a sleeping bag be accepted instead of a hotel room receipt? I get a much better nights sleep in a tent then I ever would in a hotel room. Something about the fresh air coming in a tent.
If someone marks off duty. Does it really matter what they were doing, or where they were staying. I mean off duty means just that, your on your own personal time and should be allowed to do or go where ever u like, correct?
I could see having to show where u were, if your were involved in an accident or weaving all over the road. But for a routine stop or inspection, is really law enforcements business where I spent the night as long as I got what I consider a good nights sleep?

My point is that nearly everything else was mentioned in the very extensive list but motel receipts. The driver's logs and fuel receipts are all that is required for the driver to submit to the carrier. Most will submit their toll receipts to a carrier. I have never heard of a carrier requiring drivers to turn in motel receipts. I am not saying that it is not done, but only that it isn't on the list. I don't know that the driver or carrier is required to keep or show motel receipts based upon what I read. Besides, what if the driver stayed at home or with a friend? There would be no receipts to show.
